I wait for lvl 16 in act 2 as well before I steal so I can get all the divine items for free and some bonus gold,then I kill them and they drop more stuff. Caverns are a dungeon in which elves and children reside on Fort Joy. Keep in mind that I've played all of act 1 some 40 times, so I tend to want to get the most out of it while spending as little time there as possible. If done well, I can safely buy whatever I need until them with my act 1 haul and by the time I steal in act two, I'll be set for the rest of the game. This sets me up for act two where I will wait until level 16 before stealing again ( to maximize the theivery skill and increased vendor stocks at that level). I just use the other 4 companions as shadowblades and have them steal from everyone possible once each.
